IC - cohesion and group harmony begins to develop and roles are established
TC - task cooperation occurs

IC - relationships are stabilized
TC - performance and productivity become more important

IC - contact decreases, emotional dependency decreases
TC - task is completed and duties of members are finished

States that cycles of development repeat themselves where resolution of issues is critical for development
