Officers of the Little Rock Police Department may not prevent, prohibit or discourage any person’s ability to observe, photograph, or make an audio or video recording (with or without a simultaneous audio recording) of police activity that occurs in a public right of way, including but not limited to parks, streets or sidewalks, so long as the person’s location, actions or behavior do not create a legitimate, articulable threat to the safety of the officer or to any person or an unlawful hindrance to successful resolution of the police activity.
