What is a BWC?
A recording device worn by the officer on the uniform that captures audio and video of the encounter between the officer and citizens
Define ‘administrative value’
Any information captures on the BWC that can be used to resolve an allegation made against a member of the Dept
Define ‘evidentiary value’
Any information captures on the BWC that will likely aid in a criminal or traffic investigation
Define ‘law enforcement action’
Any official taken by officers of this department in the performance of their duties, where an officer may have an accusatorial encounter with citizens
Define ‘program administrator’
Agency employee assigned to IA who has exclusive edit and purge rights of all videos captured by officers/detectives that use BWC
Define ‘program facilitator’
Agency employee assigned to a command who has limited access rights to update logistical information regarding BWC
What must be done if there is a delay in transferring data to the server ?
Shall be reported to the command program facilitator
When can officers review their BWC?
Prior to completing their reports with the exception of a blue team
When sharing BWC with the CWA, the officer shall edit the title of the BWC to what?
The suspect’s full name
How long do you have to share BWC with the CWA?
7 calendar days
When officers receive a notice of appeal of a misdemeanor case, within 7 days, they shall edit the title of the video to what?
“Appeal-insert suspect’s full name’
How often should supervisors review officers BWC?
A minimum of one administrative review per month, that is not a UOF, complaint, or initiated by an officer
Who do you report any defects of the BWC to?
Program facilitator
What is the procedure if an allegation of a criminal offense on an officer is made?
Supervisor who receives the allegation may review the video but shall notify IA LT or his designee to restrict access to any involved videos, IMMEDIATELY
When may an officer terminate a BWC recording?
There must be a clear, articulable reason and the officer will state the reason for stopping the recording when practical:
The event becomes investigative in nature and the scene is controlled
Tactical plans are discussed
When the officer believes that recording the event will cause unintended grief to the parties involved
