what caused rising tensions amongst society in Elizabeth’s reign?
- the rising population (2.3 million in the 1520s to 3 million in the 1550s to 4 million by 1600)
- the redistribution of land following the dissolution
what effect did population growth have?
- led to the availability of labour (?) and as there was so much available wages did not rise with inflation
- about 50% of the rural and urban poor lived below subsistence level
how did Elizabeth deal with societal issues?
through her extensive poverty legislation
when did social problems become acute during her reign?
- in the 1590s due to inflation, poor harvests and the war with Spain
- this was partially dealt with through the poor law act of 1597 to avoid rebellion
- was then combined with the 1601 legislation that formed the basis of England’s treatment of the poor until the C19
where can the success of Elizabeth’s poverty legislation be seen?
- there were significantly less riots and rebellions and certainly nothing of the scale of 1549
- there were some food riots in London in 1595
- there were further riots in east anglia in 1596-7
- this spurred the council into the 1597 poor law

what events had negative effects on the economy?
- 1594-7 saw successive crop failures which pushed up prices by around a third
- there were outbreaks of plague worsened by a lack of food
- thousands died in the outbreak from 1592-3
