disaster management Flashcards
what are the 3 types of impacts that argue for government interventions into coastal-development processes?
threats to public health, safety, and welfare
cost to taxpayers for disaster relief and protection
loss of irreplaceable natural resources.
what is the mitigation policy?
the concern with the natural hazard mitigation policy- a gap between state and local implementation of mitigation policy.
what causes risk?
risk = Hazard x cosequence. consequence = exposure x vulnerability.
what is vulnerability?
susceptibility to harm and the value of people, property, systems, or elements.
how do you decrease the vulnerability of people and buildings?
armouring, stabilizing, conserving, rebuilding, etc- physical interventions.
how do you reduce the exposure of people and buildings?
through warning systems, evacuations, relocations of houses, etc.
what are the primary approaches to reducing coastal storm hazards?
alteration of the coastal environment strengthening buildings and facilities evacuation development management capital facilities policy information dissemination
how can you alter the coastal environment for reducing hazards?
sand trapping structures. sand moving programmes such as beach nourishment, sand scaping etc. shoreline protection works- seawalls, revetments, bulkheads, terraces, breakwaters, flood control works, dams, dikes, levees etc.
how can you strengthen buildings for reducing hazards?
floodproofing, elevating, windproofing
what are the 2 types of evacuation?
horizontal and vertical
what is vertical evacuation?
tsunami escape house, for example. you go up and stay there, away from the hazard.
what is horizontal evacuation?
getting away from the site of the disaster.
how can you develop management to reduce hazards?
planning such as hazard mitigation, comprehensive planning etc. post-storm reconstruction.
zoning, subdivision regulations.
which areas of reduction for hazards is in local and major works?
sand trapping and moving, hard defences and flood control
which areas of reduction for hazards is in local and small scale?
strengthening buildings and tax
