Explain - A majority win is unlikely usually the winning party has to join and negotiate with other parties to pass a law
Example - The minority of the SNP government of 2016 found it hard to get its budgets for 2017/18 so had to negotiate with other parties

POINT - IT CREATES CONFLICT BETWEEN THE CONSTITUENCY MSP AND OTHER 7

Explain - clear rivalry between the two classes of MSP’s. MSP’s elected via the regional list have been seen as second-class members, constituency MSP’s are seen as more important
Example - Michael Mathieson may not like it when a regional MSP from labour gets involved in local issues

Explain - With AMS, people vote twice and some voters don’t know how to complete it so it can lead to less people turning up to vote as they don’t know why there are two votes
Example - in 2016 only 55.6% people voted in Scottish Parliament election
