Ethics
Ethics is a set of standards that a society places on itself, which helps to guide behavior, choices, and actions. It allows an individual to differentiate between right and wrong action and to choose the path of dharma in every condition.
Values
Values are basic and fundamental beliefs that guide or motivate attitudes or actions. They help us determine what is important to us and guide judgment and behavior of a person or a group.
Morality
Morality is a set of standards that an individual considers to be right, shaped by their belief system. It deals with individuals’ values and preferences regarding what is right or wrong.
Integrity
Integrity means the ability of an individual to remain consistent and committed to their personal and professional values. It is the quality of being honest and having strong moral principles.
Responsibility
Responsibility is the moral obligation of an individual to behave with commitment and duty, coming from within.
Accountability
Accountability is a formal responsibility based on possession, power, hierarchy, and laws, especially applied in the context of government and administration.
Probity
Probity means being upright, active, disciplined, and adhering to civil service values. It encompasses integrity and honesty.
Aptitude
Aptitude relates to a person’s future potential, dealing with their innate ability or capability, based on nature rather than nurture.
Attitude
Attitude refers to a person’s orientation, feelings, and predisposition towards objects, whether living or non-living, and their reactions in favor of or against these objects.
Impartiality
Impartiality is the principle of justice that decisions should be based on objective criteria rather than bias or prejudice.
Non-partisanship
Non-partisanship means being neutral towards any political party, exhibiting political neutrality even if one has strong faith in any political thought.
Emotional Intelligence
Emotional Intelligence is the ability to sense, understand, and effectively apply emotions as a source of human energy, information, connection, and influence.
Character
Character is the quality of human values cultivated through life experiences. When values are practiced, they build character.
Behavior
Behavior is the outer reflection of human character and conduct, which may be influenced by many factors such as situation, consequence, and uncertainty. Therefore, behavior may not always reflect true character and conduct.
Cognition
Cognition means knowledge. Knowledge about objects helps in the formation of attitudes.
Socialization
Socialization is the process of learning human behavior from social institutions, both formally and informally.
Leadership
Leadership is the act of influencing others’ behavior through personality, views, and values.
Empathy
Empathy is the ability to place oneself in another’s position to understand their feelings and experience their emotions.
Tolerance
Tolerance is having a permissive or considerate attitude towards others’ feelings, views, values, culture, and tradition.
Objectivity
Objectivity is the quality of being truthful, unbiased, impartial, and sticking to the facts beyond the influence of one’s feelings and prejudices.
Social Influence
Social influence occurs when the emotions, opinions, or behavior of a person are affected by others in society.
Persuasion
Persuasion is a form of social influence that involves changing the attitudes and beliefs of a target group in the intended direction, using various verbal and non-verbal communication methods.
Conflict of Interest
Conflict of interest involves a situation where a public official’s private interests could improperly influence their official duties and responsibilities.
Ethical Dilemma
An ethical dilemma is a situation where a person faces a decision that may or may not involve extreme guilt, with dilemmas ranging from moderate to extreme levels.
Moral Realism
Moral realism follows the philosophy that power alone can establish peace and harmony in the world.
Moral Idealism
Moral idealism asserts that values should dominate over money in relationships.
Transparency
Transparency occurs when citizens have access to information about government decisions, including how, why, and what outcomes were achieved.

Responsibility is the quality of an individual to satisfactorily perform their own duty as part of a particular group or organization.
Courage of Conviction
Courage of conviction is the quality of mind or spirit that enables one to face danger or fear with self-possession, confidence, and resolution.
