The witness most of the time cannot testify an out of court statement made by another person. This would be called hearsay.
What are the three exceptions to hearsay?

When a defendant says something which implies that they’re guilty of the crime they are charged with.

When out of court statement are made during a starting event or condition, while the declarant was under stress or excitement
