focus on individual offenders and social context which encourages them to commit
intervention: identifying groups and risk of committing crime and limiting
community: involving locals in combat

- reduce opps, make more difficult
- cost outweigh benefits

- target hardening victims make it harder, stop RCT)

e.g buzzing into block of flats, open design, high intensity
