what are the functions of the council presidency

A
  • chair
  • take the initiative but be careful (don’t want to leave the idea that you are only there for the national interest)
  • represent the EU (less important because of reps of foreign affairs)
  • contact point (make sure that commission, council, and parliament work well)
  • build consensus if friction between the three
