It failed as France’s parliament voted no, citing opposition to foreign command over French troops (right-wing) and concerns about hastening Germany’s rearmament. and because french troops should be led by french officers

what was the CFSP for?
- safeguard the common values and fundamental interests of the Union
- strengthen the security of the Union
- preserve peace and strengthen international security
- promote international cooperation
- develop democracy and the rule of law, including human rights
what are two issues with the Maastricht treaty?
a) should be able to formulate common EU positions (2014 Russian invasion of Ukraine, EU condemned and deemed it to be illegal)
b) joined common actions (deploy peacekeeping forces)
Explain the Amsterdam Treaty (1997)
- qualified majority vote about (joint actions/common positions) except in defense and military matters
- high representative of the CFSP (num 1 person permanent that has a tel number to call to consult with Europe)
Explain the Saint-Malo Process
In 1998, France and the UK, led by pro-EU Tony Blair, advocated strengthening EU defense without affecting NATO. Under the European Security and Defence Policy, they proposed a 60,000-strong force deployable within 60 days for up to a year.
