- For a well that has been shut in or closed by an AER order resulting in the company not being able to operate the well.
- A blowout is an unintended flow of wellbore fluids at surface that cannot be controlled by existing wellhead and/or blowout prevention equipment or a flow from one pool to another pool(s) (underground blowout) that cannot be controlled by increasing the fluid density.
- A kick is any unexpected entry of water, gas, oil, or other formation fluid into a wellbore that is under control and _can be circulated ou_t.
