What was the Assembly of Notables?

A

144 men who represented provincial estates and 14 representatives of the Church, 7 Princes of the Blood and all senior judges from the parlements.

Why were they unable to pass Calonne’s reforms?

A

Clergy were hostile to the plans to tax the Church. Other Notables didn’t believe the situation was that bad. Necker had published an attack on Calonne and the assembly accused Calonne of incompetence. Calonne accused the Assembly of of too much self-interest, he was then replaced with Brienne.

A

Brienne failed to pass reforms and the Assembly called for the formation of the Estates-General. Assembly dismissed May 1787.

What was the clash with Parlements? May 1787-May 1788

A

Paris Parlement didn’t endorse the changes of brienne. Brienne tried to force proposals with lit de justice. Paris refused and petitioned for Estates-General. Louis then banished the Parlement to Troyes. Provincial parlements wouldn’t pass the edicts and Louis eventually brought the parlement back. Louis then held a September session in which he banished his rebellious cousin Philipe. Laws approving loans were forced through but had to allow the Estates-General to form.

What happened between the September assembly and the forming of the Estates-General May-August 1788?

A

King tried to remove the power of parlements using the May Edicts. Provincial Parlement remonstrated in royal while Paris Parlement tried to end lettres de cachet and unlawful imprisonment. Brienne asked the Clergy for don gratuit but was only offered 1/4. Risings were lead by nobles, ‘Day of Tiles’ in June. In July Brienne suspended treasury payments and Louis was finally compelled to call for the Estates-General. In August France’s short term loans dried up & went bankrupt. Brienne resigned and Necker reinstated. May edicts rescinded but let the Estates-General form.

How did the 3rd Estate develop their power in the Estates-General?

A

Helped by the Societe de Trente to politicise the 3rd Estate. Granted double representation by the King. Sieyes wrote affirming the role of the 3rd Estate. Mirabeau tried to form a connection between the King and the 3rd Estate. Greater political awareness demonstrated.

What were the developments August 1788 to May 1789?

A

Issues over number of deputies, method of debate and voting procedure. Given double representation but nothing else was decided.
Drew up the cahiers de doleance for the first meeting of the Estates-General.
Rioting at a wallpaper factory for 2 days.
