OPERABLE = continuous visual indication in MCR

- 1 inop: IMMEDIATELY suspend core alts and +Rx additions
- 2 inop: IMMEDIATELY take actions to restore
3.9.3 Containment Penetrations
During core alts and moving fuel in CTMT
Close within time to boil or < 30 minutes
Equipment hatch: closed w/4 or more bolts, or capable of being closed
Personnel hatch: at least one door capable of being closed
IMMEDIATELY suspend core alts and fuel movement
3.9.4 SDC - High Water Level
M6 with > 23’ above the flange
1 SDC loop operable and in operation (> 3780 gpm)
May remove from operation < 1 hr per 8 hour period if no dilutions
Allows core mapping, fuel movement near HL nozzles, pump/valve testing
IMMEDIATELY stop core alts, stop any dilutions, restore SDC
4 hours close all containment penetrations
3.9.5 SDC Low Water Level
M6 and < 23’ above the flange
2 SDC loops operable with one in operation
May remove from operation < 1 hr per 8 hour period if no dilutions
Allows core mapping, fuel movement near HL nozzles, pump/valve testing
One loop may be inop for < 2 hours for STs if the other loop is operable and in operation
1 loop inop: IMMEDIATELY restore SDC loop OR raise level to > 23’
2 loops inop: IMMEDIATELY initiate actions to restore, stop any dilutions
4 hours to close CTMT penetrations
3.9.6 Refueling Water Level - Fuel Assemblies
During fuel movement in containment
> 23’ above the flange
IMMEDIATELY stop fuel movement
3.9.7 Refueling Water Level - CEAs
During movement of CEAs within the vessel
> 23’ above the top of the seated fuel
IMMEDIATELY stop fuel movement
Retains Iodine during a fuel handling accident and limits offsite dose
TLCO 3.9.100 Decay Time
Reactor subcritical > 100 hours prior to fuel movement
Allows for decay of short lived fission products
TLCO 3.9.101 Communications
Direct communications between MCR and refueling station during core alts
Verified within 1 hour prior to core alts, then every 12 hours
Immediately suspend core alts
TLCO 3.9.102 Refueling Machine
Machine must be functional
1600 lb overload limit: checked within 72 hours of moving fuel
3.9.103 Crane Travel - SFP building
Loads > 2000 prohibited over the assemblies in the pool
Crane has interlocks to prevent travel
Not met: place crane in a safe position
TLCO 3.9.104 FBEVS
During movement of FAs in fuel building
RU 31/145
2 trains required to be functional
1 train non functional: IMMEDIATELY verify the functional train can be powered from a DG
Restore within 7 days
Time not met: place the functional train in service…or stop moving fuel
Both trains non functional: IMMEDIATELY stop moving fuel
If a roll up door is open, both trains are non functional.
