SRs shall be met during the Modes of Applicability. Failure to meet the SR equals failure to meet the LCO.

A
The required frequency is met if the surveillance is performed within 1.25x the interval specified, as measured from the previous performance, or when the condition was last met.

SR 3.0.3
A
If a Surveillance was missed, you can delay calling the LCO not met for 24 hours of discovery, or up to the limit specified in the Frequency, whichever is greater. The delay is only allowed if you have a reasonable expectation the LCO will be met when the surveillance is performed.

You cannot enter into a Mode if an LCO that will be applicable in that mode does not have its Surveillances met.
