4 220-01 CIMS (Critical Incident Management System)

-The COMMAND POST consists of the incident commander, anyone from command staff (Public info officer, Liaison officer, Safety officer) and should NOT be relocated, whenever possible (NOT an absolute)
-The command post also consists of the chiefs from the general staff (absent unusual) EXCEPT for __________ and __________who EACH get their own separate command posts and may be relocated IF NECESSARY.
(Initially the incident command post will be wherever you are standing! Use any type of facility available trailer, tent, or even an open area!!)

3 220-03 “Unified” command post

(A “Unified” command element is required when another agency is required on scene and we need to run the show together. (For ex: A riot in housing, and someone starts a fire, and FD gets dispatched to the scene))

“UNIFIED” COMMAND ELEMENT:
In a “Unified” command element there are multiple incident commanders. Each commanding agency picks their own I.C and each I.C is on equal footing REGARDLESS of rank (For ex: A 4 star fire chief and Sgt for Nypd will have same rank if they are both incident commanders in a “unified” command element)

“UNIFIED” COMMAND STAFF:
In the above example, BOTH incident commanders will pick one public information officer, and one liaison officer. However each incident commander gets their own _________ officer UNLESS they both agree they only need one.

“UNIFIED” GENERAL STAFF:

5 220-02 CBRN/HazMat (Chem, Bio, Radiological, Nuclear)

PUBLIC INFORMATION OFFICER:

  • The public information officer releases emergency public information, warnings, and recommends public health safety, and security protective measures.
  • The PIO also identifies, controls, and corrects rumors/misinformation by listening to the media and reports back what they’re saying
  • IF technical/scientific information then PIO should have supporting agency rep speak with the media

OPERATIONS SECTION CHIEF:
-The operations section chief directs tactical operations and ENSURES public safety
-IF intelligence section activated, the operations section chief assigns a liaison from there post to intelligence sections post

3 220-24 Check-In Process

(The planning section CHIEF assigns “check in recorders” to all locations where resources may check in)

  • There are 4 places where a check in can occur. These 4 places are
    1. Staging area
    2. Incident command post
    3. Intelligence/investigative SECTION post for investigative people ONLY!
    4. Heli-base (Only during extraordinary circumstances)

Resources should check in with the resources unit at the staging area.
If the resources unit is not activated resources should check in with the staging area manager and the planning section CHIEF will perform “check in” function.
If the planning section chief has not been activated then the command Element will perform the “check in” function

(Absent extraordinary circumstances an “incident base” or “camp” will not be activated in NYC!)

(Absent extraordinary circumstances resources must check in before reporting to operations section or sectors or groups or branches for assignment)

(“KIND” is a general description, “people”/”teams/”Vehicles”/”unmarked car”)
(“TYPE” is the level of capability, Level 1 is MOST CAPABLE, Level 4 is the least)
(FD and others are rated 1-4. Firefighters is a “KIND” of resource. A Level 4 firefighter would be a rookie. A Level 1 firefighter would be a Pro/experienced firefighter)
