5 210-01 Prisoners-General
(Prisoner HOLDING pen cells are used every day when we collar.
Prisoner DETENTION cells are used when CB is packed and perp is held over waiting for arraignment.)
UMOS should know perps must always be searched before they are moved (field to house, house to CB, ETC.)
Cells at command belong to ________ and the D.O must request them to assign cell space and determine method of transportation to an activated detention facility
(Tell BCS perps name/gender/physical condition
AND Pct of arrest/arrest #/status of arrest process AND next destination)
However if you are notifying BCS in regards to using your “unactivated cells” (prisoner detention cells) for a BEIEF period then give BCS Name, gender, age, charge, reason and amount of time to be lodged. (No arrest #, status of arrest, or next destination)
For FOA prisoner, if federal court or detention facility unable to lodge. CJB has designated _____________ to detain until federal entity is ready for intake
D.O should know to NOT confine female prisoner with a nursing baby in a cell. Assign female police attendant or female UMOS (IF AVAILABLE) within command, as guard.
(Not absolute, NO CMOS, only UMOS)
(Remember 215 if female is a JD or J.O then a female MUST watch her!)
Have child delivered to responsible member of family OR to a hospital, if mother unable to provide care.
When can citizens police AND complaint review council access DETENTION cells and books/records pertaining to cells? _______

The D.O should know when perps are leaving SH/Central booking to spend the night somewhere that there is no OT for escorting officer, and to use cops from outgoing platoon.
(Record chain of custody of a prisoner lodged in cells in _____ ONLY!)
The D.O should also know to CLOSELY supervise and PERSONALLY check for proper cuffing by “stepping from behind desk”
The D.O should know you need an additional escort officer when:

Prepare one prisoner transport dispatch when you have one perp going to different destinations. Prepare a separate prisoner transport dispatch if you have more than one prisoner AND different destinations are involved.
(Prisoner transport dispatch will be prepared for each DESTINATION, NOT for each perp)
(For example if you have 5 perps, 3 are going to BX crim court, and 2 are going to Queens crim court, then prepare _____ prisoner transport dispatches)
The original copy of the prisoner transport dispatch gets sent to ____________ by the _____ and he files it chronologically.

At the overnight detention facility, when cells become activated the D.O makes a C.L.E.
The ____________ inspects cells upon activation. He also “observes opening”, (DOES NOT OPEN HIMSELF) inspects each one and ensures they are clean, and the _____________ makes a ____________ with the time the first prisoner is lodged and cell conditions.

-Official of city dept IF PRISONER IS EMPLOYEE OF THAT DEPT.
-Clergymen ONLY UPON REQUEST BY PRISONER.
-NYS Parole officers ONLY TO SERVE PAROLE VIOLATION PAPERS.

Authorized Family members wishing to see perp in hospital apply in person at PCT OF ARREST. The D.O pct of arrest makes UF50 for family visitors and has them sign! The D.O has a ____________ deliver the letter to the guarding cop at hospital.

D.O pct of hospitalization asks if hospital has a department of corrections ward and puts the initial call in ____________.

P/S inspects room for escape potential and attentiveness of officer guarding hospitalized perp.
P/S should request a move to more secure quarters if room is inadequate.
(This is WHEN informed perp is to be admitted, and P/S responds)
The P/S reports lack of cooperation of hospital personnel to ___________.
If admitted to ICU use ___________ if escape potential exists. (Plastic flex cuffs do not conduct electricity should medical personnel need to use defibrillator)

Guarding member should permit only the following, ON OFFICIAL BUSINESS, to interview hospitalized prisoner:
- Hospital personnel
- Social worker
- Supv officer of this department.

- Federal law enforcement.
- Official of city dept IF PRISONER IS EMPLOYEE OF THAT DEPT.

UMOS should know the differences between interviewers at SH and interviewers at hospital are:

Leg shackles are used if perp refuses prints, or going to hospital or for escape potential HOWEVER in this procedure it is also used when perp has _____________

(D.O or P/S can direct that long chain handcuffs and leg restraints can be used to secure prisoners when appropriate)
