Police may not accept the account

Police may find insufficient evidence

Victim may refuse to press charges

Police may judge the matter has already been resolved or dealt with

Police may not wish to pursue and fail to record – ‘cuffing’ – the “deliberate failure to record an incident in order to save work or increase clear-ups” (Young, M. 1991: 323-5 in OHC [4th edition)
