Generally, offence, rather than offender or victim focused
Tell us about the criminal justice process, but little about the people themselves
Only contain info about a limited sub-set of offences, not all of them
Changes to counting rules (1998 – brought some less serious offences into the notifiable category)
Summary offences not included
