2. It is in the best interest of the public to issue a summons. reasons may include:
   -Seriousness or nature of the offence
   -Number of previous convictions and outstanding fines
   -Number of outstanding proceeding under Part 2 or 3
   -Whether the defendant’s operator license is out of province
