Legal reforms- he promoted civil law rather than common law. 120 cases per year were held and he was then regarded as a friend to the pop.
Financial- 1522/23 he gained £200,000 by making a survey which assessed how much tax people could pay
Economic- 1517 Wolsey did a survey which calculated how much land was enclosed illegally. Legal cases were then drawn up
Parliament- was accused with trying to rule without parliament because they were only called in 1515 (anti-clericalism) and 1523 (taxation)
