TC 3-04.15 Flashcards
TC 3-04.15
Air traffic control facility operations, training, maintenance, and standardization.
Provides instructions, standards, and guidance for operating and managing air traffic facilities.
Major ATC classifications
ARAC: Army Radar Approach Control
ATCT: Air Traffic Control Tower
GCA: Ground Controlled Approach
AIC: Airspace Information Center/ Flight Following
ATSCOM
Air Traffic Services Command
EMLs
Emergency manning levels
Represent minimum number of facility- rated and position-qualified controllers necessary to support the mission for limited periods.
Developed by ATC/facility Chief
Required staffing levels
Represents the required number of personnel to operate a facility within mission requirements
Factors relevant to this calculation:
1) days per week facility is open
2) hours of operation per day
3) number of peak and off peak shifts
4) day-week-month conversion factors
5) manpower availability factor
How often are EMLs revalidated?
Every two years
Or
When a change to mission requirements is initiated
How long may facilities operate at EML?
No longer than 60 days
What happens if a facility is at EML for longer than allowed?
Facility must immediately reduce services or curtail operating hours.
What is the currency period for installation facility controllers based on?
The previous calendar month
What are facility Chiefs and training supervisors required to do for currency?
Rotate through all facility positions for a minimum of 24 hours total each currency period
Facility chiefs and training supervisors holding multiple ratings are required to?
Rotate through all positions for a total of 16 hours in each facility, each currency period.
All other controllers are required to what for currency?
Rotate through all facility positions for a minimum of 40 hours total each currency period.
Controllers holding multiple ratings are required to what for currency?
Rotate through all positions within those facilities for a minimum of 24 hours total for each facility, each currency period.
GCA controllers are required to what for currency?
Single rating:
10 approaches
5 of which may be simulated
1 emergency/ no gyro
Multiple ratings and rotate between facilities:
5 live approaches
1 emergency/no gyro
No more than what percentage of currency requirements may be met using accredited simulators or time spent providing direct one-on-one supervision?
50%
Who will determine distribution of position time to meet currency requirements?
Facility Chief
What is a standard shift
8 continuous hours
Maximum duty day will not exceed
10 hours for nonstandard shift
When does duty Day begin
At the first required activity of the day for the controller
Standard work week
40 hours
Maximum work week
50 hours
Authorized for a period not to exceed 60 days.
Rest periods
1) 15 minutes required after every 4 continuous hours if traffic density and facility operations permit
2) 8 uninterrupted hours required prior to each shift
3) 24 consecutive hours at least once during each 7 day period
No less than _____ ______ controllers will be present for duty in a control tower, GCA, and AIC. One of which must be ____ _____ and ____ _____
Two qualified controllers
Facility rated and CIC qualified
- The use of pq controllers to meet manning requirements may be used in towers, GCAs, and AIC; although, this creates a unique risk when managing rest breaks and other relief periods
Who may sign on behind non-PQ trainees and what are they responsible for?
Facility rated controllers
Directly responsible for operating the position
*May not be signed on at additional positions.
When may non-PQ trainees conduct precision or surveillance approaches during IFR conditions?
1) At the discretion of the SL
2) when direct one-on-one supervision is maintained
3) when direct communications override is available at the position of operation
4) when weather conditions are acceptable
NOT LESS THAN A 500-FOOT CEILING OR 1-MILE VISIBILITY
What must ATC do when a facility, service, or NAVAID, is suspected to have been involved in an aircraft accident or incident?
ATC must act immediately.
ATC will provide the continuous safe, orderly, and expeditions movement of all air traffic operating under the jurisdiction of the ATC facility.
Will obtain accurate and complete information for investigations
What must the facility do when radar equipment is suspected to have been involved in an aircraft accident or incident?
Facility will discontinue radar Service until a flight inspection is performed
As soon as the ATC Chief, facility chief, training supervisor, SL, or CIC receive notification of an accident/incident, they will…
1) notify chain of command
• date and time of accident/incident
• number and type of aircraft involved
• number of injuries and/or deaths
• brief synopsis of events to include ATC involvement
• actions taken
• a point of contact by name, position, and telephone number
2) obtain written statement from all controllers involved.
3) Request METAR or SPECI
4) record all details including local weather observation on DA Form 3502
5) Mark and safeguard audio recording that are pertinent
6) relieve the controller for physical and psychological evaluation by the local medical officer or flight surgeon
7) examine condition of equipment with maintenance personnel
How long will written records and audio recordings pertaining to an aircraft accident be retained for?
A minimum of 6 months
How long will written records or audio recordings pertaining to an aircraft incident be retained for?
A minimum of 6 calendar months
