Conditional instructions
Do not issue conditional instructions that are dependent upon the movement of an arrival aircraft on or approaching the runway or a departure aircraft established on a take off roll
Authorized prefix for taxi instructions
NEVER “CLEARED”

Who may initiate intersection departures
May be initiated by a controller or a controller may authorize an intersection departure if a pilot requests
Issue measured distance from the intersection to the runway end rounded “down” to the nearest 50 feet to any pilot who requests and to ALL military aircraft
Intersection departure phraseology
RUNWAY (number) AT (taxiway designator) INTERSECTION DEPARTURE (remaining length) FEET AVAILABLE
Instructions to expedite a taxiing aircraft/ moving vehicle phraseology
“Taxi without delay”
“exit / proceed / cross without delay”
“ hold short”
What may be omitted from departure info if pilot states “have the numbers”
1) runway in use
2) surface wind
3) altimeter setting
Hover-taxi
Below 20 knots and in ground effect
Air-taxi
Below 100ft AGL and at airspeeds above 20 knots
Coordination between local and Ground controllers
Local and ground controllers must exchange information as necessary for the safe and efficient use of airport runways and movement areas.
May be accomplished via verbal means, flight progress strips, other written information, or automation displays.
Traffic INFORMATION
Describe vehicles, equipment, or personnel on or near the movement area in a manner which will assist pilots in recognizing them
Visually scanning runways
Ground control must assist local control in visually scanning runways, especially when runways are in close proximity to other movement areas
Braking action advisories are in effect
When runway breaking action reports are received from pilots which include the terms “medium” “poor” or “nil” or whenever weather conditions are conducive to deteriorating or rapidly changing runway Conditions
