STR
Support to Resistance is a USG policy option to SUPPORT FOREIGN RESISTANCE actors that offers an ALTERNATIVE to direct US military intervention or formal engagement in a conflict.
Policy decision may or may not include conventional operations
STR may involve a range of SO, or specific operations of UW
Resistance Partner
A resistance partner is a partner conducting resistance with whom the United States Government mutually establishes agreements to cooperate for some specified time in pursuit of MUTUALLY SUPPORTING specific objectives
resistance partner is INFLUENCED; he is NOT an employee or subordinate to be commanded and controlled
Surrogate
A surrogate is an employee or subordinate that an employer commands and CONTROLS and for whose actions the employer bears some legal and moral responsibility.
The fundamental UW partner relationship with a supported resistance is one of USG influence upon cooperatives only, not control of surrogates
