What is BFA and the objectives
The Battle Focus Analysis (BFA) Program ensures CSU’s TRAINING FOCUSES ON THE REQUIREMENTS of the warfighting GCC
Commanders at each level must be involved in this process.

command training guidance CTG
The higher commander is responsible for DETERMENING and COMMUNICATING the TRAINING PRIORITIES of the command
Subordinate unit commanders develop training strategies based on that guidance.
Effective COMMUNICATION AT EACH ECHELON ensures that subordinates understand the higher commander’s guidance for training, that UTPs fully support the higher unit capability or mission, and that UTPs NEST at each succeeding echelon.
Development of a plan to train the unit
The unit commander begins to lay out training events over time.
Progressive way (CRAWL WALK RUN) that trains the unit in the prescribed time available.
Army Training Network (ATN) is a good starting point.
End result is the Unit Training Plan that can be graphically represented in a LRTC.
MET - achieving “battle focus”
A Mission Essential Task (MET) is a collective task on which an organization trains to be proficient in its designed capabilities or assigned mission.
A Mission Essential Task List (METL) is a tailored group of mission-essential tasks.
ALL Company and higher units have a METL.
- TOE based units have approved and standardized METLs established by the Department of the Army.
- TDA units develop their METL.
Units train to their standardized METL (capabilities) or train to an assigned
METL Development
Group Commanders forward developed METL to CG, 1st SFC (A) for approval. After approval, each SFG(A) provides Group and Battalion METL to their TSOC.
Battalion Commanders approve Operational Detachments Bravo (ODB)/Company Headquarters METLS and forward them to the Group Commander for review and final approval.
Company Commanders approve SFOD-A and section Battle Tasks.
SFOD-A METs (Battle Tasks) DEVELOPMENT
Based upon the Battalion Commander’s guidance, the Battalion’s approved METL, and the assigned missions, the SFOD-A Commander analyzes collective tasks and selects the tasks critical for wartime mission accomplishment.
Company Commanders must plan, conduct, and evaluate SFOD-A training in support of the Battalion Commander’s guidance and SFOD-A approved Battle Tasks.
MET Proficiency
Training and Evaluation Outlines (T&EOs) are the standards for determining collective task proficiency.
Each MET is assessed independently using the standards as outlined in its T&EO
What is a T&EO
Training and Evaluation Outlines
The T&EO is a summary document that provides PERFORMANCE and PROFICIENCY standards for individual and collective tasks
- The Army’s source for individual and collective task training STANDARDS.
- Developed, approved, and published by the responsible proponents.
- Describes the performance required of a unit under the conditions of the training environment.
- The T&EO consists of the major procedures (steps or actions) an individual or unit must accomplish to perform a task to standard.
Task Evaluation Criteria Matrix
The objective task evaluation criteria matrix is PART OF EVERY COLLECTIVE TASK T&EO and is unique to each task.
Trainers use the T&EO to prepare and practice task execution.
Evaluators use the T&EO to observe and evaluate task performance
Commanders use the T&EO to help assess collective task proficiency as part of feedback.
Operational Environment
a composite of the conditions, circumstances, and influences that affect the employment of capabilities and bear on the decisions of the commander
Operational Variables: PMESII-PT
Mission Variables: METT-TC
categories of training inside operational environment
STATIC: Aspects of operational variables (PMESII-PT) needed to stimulate mission variables (METT-TC) are fixed throughout the unit’s execution of the task.
DYNAMIC: Operational variables and threat TTPs for assigned counter-tasks change in response to the execution of friendly force tasks.
COMPLEX: Requires a minimum of four — terrain, time, military (threat), and social (population) — or more operational variables; brigade and higher units require all eight operational variables to be replicated in varying degrees based on the task being trained.
SINGLE THREAT: Conventional force, irregular force, criminal element or terrorist force.
HYBRID THREAT: The diverse and dynamic combination of conventional forces, irregular forces, terrorist forces, and criminal elements unified to achieve mutually benefitting effects.
Assess Training

T-Trained (Advanced Task Proficiency): Complete task proficiency to Army Standard by achieving a “GO” in 90% or more of both performance measures and leader performance measures, and 100% of all critical performance measures. The unit executed the task under complex and dynamic conditions.
P-Practiced (Basic Task Proficiency): Basic task proficiency with shortcomings by achieving a “GO” in 65% or more of all performance measures, 80% or more of all leader performance measures, and 100% of all critical performance measures. Shortcomings require significant training to meet the Army standards. The task is executed under static and simple conditions.
U-Untrained (Cannot Perform Task): Cannot perform the task. Unit achieves a “GO” in less than 50% of all performance measures, less than 80% in all leader performance measures, and less than 100% in all critical performance measures. The unit requires complete training on the task to achieve the Army standard.
