Foreign Assistance
What is goal of FA?

DEVELOPMENTAL, HUMANITARIAN, SECURITY assistance
Goal is long term STABILITY
American assistance to foreign nations ranging from the sale of military equipment and support for foreign internal defense to donations of food and medical supplies to aid survivors of natural and man-made disasters that may be provided through development assistance, humanitarian assistance, and security assistance

What does SC provide the US?
DEVELOP ALLIED AND FRIENDLY MILITARY CAPABILITIES FOR SELF-DEFENSE AND MULTINATIONAL OPERATIONS,
PROVIDE US FORCES WITH PEACETIME AND CONTINGENCY ACCESS to a host nation.
All Department of Defense interactions with foreign defense establishments to build defense relationships that promote specific US security interests,
Security Assistance
Group of programs by which the United States provides DEFENSE articles, MILITARY training, and other defense-related services in furtherance of national policies and objectives
SA, WHILE INTEGRAL TO FID, IS ALSO MUCH BROADER THAN FID ALONE
SA is predominately aimed at enhancing REGIONAL STABILITY of areas of the world facing EXTERNAL THREATS rather than internal threats and is under the supervision and general direction of DOS
Security Force Assistance
What does SFA support?
DOD ACTIVITIES that contribute to unified action to GENERATE, EMPLOY and SUSTAIN local, host-nation, or regional SECURITY forces in SUPPORT of a LEGITIMATE authority
Foreign Humanitarian Assistance
Programs conducted to relieve or reduce the results of natural or manmade disasters or other endemic conditions such as human pain, disease, hunger, or privation that might present a serious threat to life or that can result in great damage to or loss of property
-Foreign humanitarian assistance (FHA) provided by US forces is limited in scope and duration
-The foreign assistance provided is designed to supplement or complement the efforts of the host nation civil authorities or agencies that may have the primary responsibility for providing FHA
FHA OPERATIONS ARE THOSE CONDUCTED OUTSIDE THE UNITED STATES, ITS TERRITORIES, AND POSSESSIONS
Internal Defense and Development (IDAD)
PURPOSE: The FULL RANGE OF MEASURES taken by a nation to promote its GROWTH and to PROTECT itself from subversion, lawlessness, and INSURGENCY is their Internal defense and development (IDAD) strategy
(BUILD, DEVELOP, PROTECT PMESII FROM INSURGENCY)
It focuses on building viable institutions (political, economic, social, and military) that respond to the needs of society
IDAD Functions

Mobilization - Proposes that responsive governance and material RESOURCES supports the society
Balanced Development - Attempts to achieve national goals through political, social, and economic aspects of a nation-state (PMESII)
Security - Protects the population from all threats
Neutralization - Physically and psychologically separates the threatening elements from the populace
FID
A comprehensive approach (interaction of JIIM) to help a HN achieve it’s IDAD goals.
Goal is stability
Find root cause of subversion, lawlessness, insurgency
What is the primary objective of FID?
The primary responsibility for creating a stable atmosphere rests with?
A primary objective: is the creation of STABLE internal environment
Economic assistance
The primary responsibility for creating a stable atmosphere through the commitment and use of all its internal resources RESTS WITH THE THREATENED GOVERNMENT
UNDER CERTAIN CONDITIONS * U.S. policy supports supplementing local efforts to maintain this order and stability
These conditions are as follows:
-The internal disorder is of such a nature as to pose a significant threat to U.S. national interests
-The threatened country is capable of effectively using U.S. assistance
-The threatened country requests U.S. assistance
- Reflected in type of support
Direct Support
What does DS focus on?
What does DS require?
Provide immediate assistance and usually combined with indirect support operations
Direct support to FID DOES NOT involve combat operations, but includes U.S. forces directly ASSISTING the civilian population or military forces (trying to prevent us from engaging in combat operations)
Normally conducted when the HN HAS NOT ATTAINED SELF-SUFFICIENCY and when it still faces threats beyond its capability for self-sustainment
focus on CAO/MISO, PLANNING AND INTELLIGENCE ASSISTANCE, AND TRAINING OF LOCAL FORCES
*Direct support requires presidential approval
Combat Support
**The President must approve combat operations
Combat operations are a temporary solution until HN forces can stabilize the situation and provide security for the populace
Emphasis should be placed on HN forces in the forefront during these operations to maintain HN legitimacy with the population
FID and COIN combat operations involve a combination of host-nation, joint, interagency, intergovernmental and multinational efforts

What must a government do to counter an insurgency?
COIN is a COMPLEX subset of WARFARE that ENCOMPASSES ALL military, paramilitary, political, economic, psychological, and civic actions taken by a government to DEFEAT an insurgency at the company, battalion, and brigade levels
AT ITS HEART, A COIN IS AN ARMED STRUGGLE FOR THE SUPPORT OF THE POPULATION
FOR A GOVERNMENT TO COUNTER AN INSURGENCY, IT MUST BUILD LEGITIMACY, UNITY, AND STABILITY
Support can be achieved through information engagement, strong representative government, and access to goods and services
The defeat of an insurgency often relies on DENYING POPULAR SUPPORT of the ideological base through a balance of lethal and nonlethal interdiction, along with a pointed EFFORT TO GAIN SUPPORT OF THE POPULATION FOR THE HN GOVERNMENT
(MILITARY UNITS ALONE CANNOT DEFEAT AN INSURGENCY)
