A

A
  1. The Tsar issued the Fundamental Laws which allowed the Tsar to dismiss the Duma and call new elections when over he wanted.
  2. As a result of the laws, only the Tsar could appoint ministers to the Duma
  3. In an emergency he had the power to govern by decree without consulting the Duma.
