depart within EDCT or advise ATC for renewed EDCT
If both EDCT and departure release time are assigned the aircraft will be operated to the latter time
EDCT may be suspended due bad wx by NOTAM
unless ATC fault report when estimated takeoff time will exceed EDCT + 25 mins for RJAA
