Why do Livingstone and Lunt think regulating media products are hard? (4 Parts)

A
  1. It’s hard to decide what rules there should and shouldn’t be. The rules we currently have often have to do with protecting the audience from harm, especially children.
  2. Regulators have to try and balance protecting people with also offering them choices.
  3. Technology has made regulation much harder. Downloading, streaming, piracy, and YouTube means people can bypass controls like age certificates. Also, the vast nature of the internet with billions of users in it makes it impossible to control.
  4. Powerful companies can avoid regulations (money = power = override rules)
