What was the main goal of Lincoln’s Ten Percent Plan?
To quickly restore the Union
- Make it easy for southern states to rejoin the union
- heal the wounds of the war as quickly as possible
Describe Lincoln’s Ten Percent Plan:
- When 10% of a state’s voters swore an oath of loyalty to the US, the state could organize a new state government.
- That new state’s government would have to declare an end to slavery.
- That state could appoint members to Congress to take part in the national government again. (Amnesty, or pardon, allowed these former Confederates to take part in the US again. However, this amnesty did not apply to Confederate government leaders and top military officials, so they were not able to be appointed to the government)

The Wade-Davis Bill was a much more (lenient, stricter) plan for Reconstruction

Describe the Wade-Davis Bill:
- 50% of voters would have to sign a loyalty oath to rejoin the Union
- Anyone who voluntarily fought for the Confederacy were not able to vote for delegates to write a new constitution
Lincoln (passed, vetoed) the Wade-Davis Bill. Why?
Vetoed - thought that his lenient plan for Reconstruction instead of Wade’s much stricter plan, would win support from influential southerners.

Only a strict plan would keep the significant Confederates from regaining power and weakening the north –> Wade-Davis Bill

An organization to provide emergency relief to freedmen (enslaved people who had been freed by the war)

Set up schools to teach freedmen to read and write (gave rise to present-day African American schools)
Helped freedmen find jobs
Resolved disputes with blacks and whites (set up its own courts)
