  1. When 10% of a state’s voters swore an oath of loyalty to the US, the state could organize a new state government.
  2. That new state’s government would have to declare an end to slavery.
  3. That state could appoint members to Congress to take part in the national government again. (Amnesty, or pardon, allowed these former Confederates to take part in the US again. However, this amnesty did not apply to Confederate government leaders and top military officials, so they were not able to be appointed to the government)
