16
Q

How do you quantify differently between a feasibility estimate and a cost plan?

A

Feasibility estimate will be based on functional units – usually just GAs and Facades
Cost estimate measured on a component basis

17
Q

What did you advise the client were the differences between IPMS and COMP?

A

The window reveals and columns are different between IPMS 3 and NIA

18
Q

What is benchmarking?

A

Systematic method of comparing project performance against others and ensuring lessons learnt from the best in class (benchmark)
Often mistaking for the average performance

19
Q

What does BCIS stand for?

A

Building Cost Information Service

20
Q

What levels of BCIS location indices are there?

A

Regional
County
District

21
Q

What are some location indicies?

A
Aecom does their own;
	Northern Ireland – 0.75
	Yorkshire – 0.86
	Outer London – 1.00
	Inner London – 1.06
22
Q

Apart from Cost data what else do benchmarking reports cover?

A
The purpose of the exercise
Scope of the exercise
Methodology used in selection of comparative projects
Exclusions
Rebasing factors
Main drivers for the results
23
Q

What is a defined provisional sum?

A

Defined – A sum included in the contract sum for work that has not been completely designed at time of tender but for which certain specified information can be given. The contractor is to make a proper allowance for carrying out the works in their programme and prelims – CONTRACTORS RISK

24
Q

What is an undefined provisional sum?

A

Undefined – A sum included in the contract for work which there is minimal or no information at time of tender. The contractor is not deemed to make a proper allowance in their programme or prelims for carrying out the works – EMPLOYERS RISK

25
Q

What is a Prime Cost Sum?

A

A supply only rate for materials or goods where the precise quality of those goods or materials are unknown
PC Sums exclude all costs associated with fixing or installation, all ancillary and sundry materials for the fixing or installation, main contractor / sub-contractor prelims, OH&P, design fees, prelims etc

26
Q

What are dayworks?

A

The method of valuing work on the basis of time spent by the contractor’s work people, the materials used and the plant employed
A contractor is paid for specifically instructed work on the basis of the cost of labour, materials and plant used plus a mark-up for overheads and profit

27
Q

When would dayworks be used?

A

When unforeseen obstructions are encountered during groundworks
For instructed work where there are no comparative rates in a bill of quantities / CSA

28
Q

What do you need for a defined provisional sum?

A

Any specific limitation
Location
Quantity
Method / nature of the works

29
Q

What colour is spons?

A

Buildings / architecture - red
External works - green
M&E - blue
Civils - orange

30
Q

Why not use NRM for area schedule rather than COMP or the property measurement?

A

NRM published in 2012 so doesnt include IPMS yet (1st edition 2015), only explain GIA and NIA

31
Q

What are the levels of BIM?

A

Level 0 - Unmanaged CAD
Level 1 - Managed CAD in 2D and 3D
Level 2 - Collaberative 3D modelling
Level 3 - Yet to be defined - predicted to include cost and lifecycle elements

32
Q

What is ICMS?

A

International Construction Measurement Standards

2nd Edition published 2019

33
Q

What is ICMS used for?

A

Provides a single methodology for reporting, grouping and classifying project costs
International standard for benchmarking and reporting total project costs
