specifications. The ET should name Safety, Quality Control and Network Analysis Schedule as part
of the (5) specifications they list. Refer to the WBDG for a complete listing of all DIV 01 specifications.

Describe the difference between a DB and DBB contract.

A

The primary difference is a DBB contract is awarded for construction only based on a previously completed design, and a DB contract includes both design and construction in one contract. The contractor completes the design and prepares the specifications after award of the DB contract. Once the desing is accepted the contractor begins construction. On a DB contract, the ET will enforce the RFP and the accepted design and specifications. Design issues encountered during construction on DB contract are the responsibility of contractor’s DOR. Design issues on DBB contract are the responsibility of the Government’s DOR not the construction contractor.

Explain what contract amendments are and where to find them in the contract documents.

A

Amendments are formal changes to project requirements that occur (i.e. RFP or plans and specs)
prior to award. Amendments are contained in the solicitation. Any contractor pre‐bid questions and government answers are included in the amendments.

Explain why it’s important for the ET to possess copies of the signed/approved design drawings.

A

Designs go through multiple reviews and submittals before being finalized and having signed design drawings ensures that you have the drawings approved for construction. This applies to both DB and DBB.

Explain the purpose of a constructability review.

A

The purpose of a constructability review is to
determine if the RFP or plans and specifications are buildable, buildable and enforceable. One of
the ET’s primary focus areas of the review should be the DIV 01 specifications to ensure they are properly edited for that specific project. Also, review the qualification requirements for the QC Manager and SSHO to make sure they match the complexity of the project. Make sure the partnering requirement matches the complexity of the project. Make sure any requirements for QC Specialists and Special Inspections are clearly specified and are biddable.
