Explain the process for contractor crane access including required submittals and inspections and
the purpose of EM‐385 Forms 16‐1 and 16‐2.
Before the lift the contractor shall have created the appropriate standard or critical lift plan and submitted
to the COR. The contractor shall notify the FEAD of the date/time of the necessary lift. Ensure EM385 forms 16‐1 “Certificate of Compliance for LHE and Rigging” and 16‐2 “Standard Pre‐Lift Crane Plan/Checklist” are completed. Form 16‐1 shall be placed in the window of the crane cab. If support is required contact the local Public Works Department (PWD) Base Support Vehicles & Equipment (BSVE) and provide a courtesy copy of the 16‐2 form.
Explain the process for dive operations including required submittals if applicable to work location.
The requirements include ensuring a hazard specific plan has been submitted. The plan will document safe practices, the dive operation plan, AHAs, emergency management plan, qualifications and are in accordance
with the specification. As needed technical support may be requested from known dive inspectors from the Navy Dive Locker, EXWC and other known SME.
Explain the process for working on an active airfield if applicable to work location.
Coordination with the airfield manager is required to determine laydown areas and operation schedules. All work on the airfield shall be governed by all safety provisions including the safety and phasing plan and the safety plan compliance document including the latest FAA requirements for submittal of a Notice of Proposed Construction or Alteration. Contractor needs to be aware of the Runway Safety Area, Obstacle Free
Zone and Runway Object Free Area.
Explain some of the challenges for contractors when working in high secure areas and how to
overcome those challenges.
Work in high security areas can be governed by security requirements within the contract specifications and follow on requirements provided after award related to work within sensitive compartmentalized information facilities (SCIF). The ET should be aware of these requirements, if escorts are required, requirements for United States Nationals performing the work and other specialized checklists that may exist.
Explain the process for obtaining an excavation permit.
Issuance of an excavation permit can be impacted by utilities, munitions of explosive concern (MEC), existing structures, traffic and pedestrian flow and controls required. In review of the plan determination of neighboring municipalities may be required to determine other applicable requirements upon the contractor. Along with the safety plan for the excavation additional requirements may exist including the MEC disposal plan, work around utilities or relocation, and
safe path of travel for proximity vehicular or pedestrian traffic. This plans will all be created and approved by the contractor and provided to the Government for coordination and acknowledgement.
