Explain the process for a Utility Outage request.

A

Discussion should center on submissions required, who needs to perform certain actions, and timelines. Exact process may vary based on local policy, so discussion should be as specific as possible to local policy. The basic process begins with a need for an outage in order for contractor to perform contracted work. Outage should appear in 3‐week look ahead schedule. Contractor must submit advance written notification according to contract requirements, usually 15 working days. The more people affected by the outage the longer the advance notice should be. ET should review the outage request and perform a sanity check by verifying the following: is outage really necessary?, will the contractor will be ready considering their current progress?, are materials already on site?, is the requested duration reasonable?, will a Preparatory Meeting be required and does the AHA address outages and including lockout‐tagout procedures? If the request passes the sanity check, the ET will forward the request to the PW outage coordinator. Once approved by PW, the ET will coordinate any necessary communication between PW and the contractor.

A

Similar to a utility outage, the contractor must submit
advance written notification requesting road closure. Discussion should center on submissions required, who needs to perform certain actions, and timelines. Exact process may vary based on local policy, so discussion should be as specific as possible to local policy. ET should review the road closure request and perform a sanity check by verifying the following: is road closer really necessary?, will the contractor will be ready considering their current progress?, are materials
already on site?, is the requested duration reasonable?, will a Preparatory Meeting be required, does the AHA address hazards associated with the road closure, does plan include required temporary traffic signs? Request review from PW traffic engineer, if one exists. If the request passes the sanity check, the ET will forward the request to the designated PW employee who will
notify the station police/fire department of the closure. The ET will ensure the contractor executes the closure according to their submitted plan and make any adjustments to cones, barriers or signage as needed in order to maintain safe traffic flow.
