Explain the difference between QA and QC and the primary function of both.
The government performs QA and the contractor performs QC. The contractor is responsible for managing and executing an effective QC program to assure that the completed project meets all quality
requirements of the contract. Government QA performs reviews, inspections and tests to assure that the contractor’s QC program is working effectively and that the completed project complies with the quality established by the contract.
List at least (5) items that must be recorded on the contractor’s daily QC Report.
QC Report must include; report number, date, description and location of work, schedule activity numbers corresponding to work performed; worker trade, employer, and hours worked, each DFOW
listed, items that require rework, and signature of QC manager.
List at least (5) items that must be recorded on the contractor’s daily Production Report.
Production Report must include; report number, date, description and location of work performed; worker trade, employer and hours worked, safety actions taken, total work hours from start of construction, equipment or material received; construction equipment on site, owner and hours used, and signature of Superintendent.
Explain what Special Inspections are and how to tell when they are required on a project.
Special Inspections are performed by a qualified third party who is independent of the construction contractor. Inspections typically include structural elements of construction and fire proofing. Special Inspections are required if UFGS 01 45 35 is included in the project specifications, and the required inspections and frequencies are listed in the Schedule of Special
Inspections, which should be included in the contract specifications.
Explain the primary difference between Commissioning and Government Acceptance of critical systems.
Commissioning is always performed by a contractor that is either hired by the construction contractor or contracted separately by the government. Government Acceptance is always performed by a government representative, usually a design engineer or acceptance engineer.
Explain the importance of receiving the required advance notification from the contractor for
testing that requires government acceptance.
Advance notification is required so that the ET/CM can
coordinate a site visit by the government acceptance engineer to witness the testing. The applicable UFGS section will indicate the amount of advance notification required for each test.
Describe the process for performing a labor interview.
When initiated by the Contract Specialist the ET will conduct labor interviews using standard form SF1445. Employee interviews are randomly conducted at the job site in an area of relative privacy. Employee must be observed performing work and not just visiting job or passing through. If approached by an employee
complaining of a pay dispute, ET should interview employee using the standard form SF1445 form and forward information to the Contracting Officer. The role of the ET is to attain the required information and not to mention any apparent irregularities or offer an opinion on the matter. Maintain a record of all interviews and forward completed interview forms to the Contracting Officer.
