List and describe the three types of required completion inspections.
The three types of completion inspections include punch‐out, pre‐final, and final acceptance inspections. The punch‐out inspection is performed, by the contractor QC Manager and Commissioning Authority,
in increments or at completion of a work activity. From this inspection a “punch‐list” is created of items that do not conform to approved drawings, specification or contract. This list may include “rework items” that were not previously corrected too. Once completed notification is given to the Government and they may proceed to Pre‐Final Inspection. During the Government and Contractor inspection the QC Manager will document all results. Once pre‐final inspection corrections are made the final inspection with the client may occur. Advance notice must be
given to the Contracting officer for this inspection and all pre‐final punch list items must be corrected. Some minor punch list items may still exist with a successful Final Inspection; however, none of the punch list items can be for life safety equipment or mission essential
equipment required by end user. The Government may bill the Contractor for additional inspection after the Final Acceptance Inspection.
Describe what a Government Punch List is and when it is generated.
The Government Punch list is created at the pre‐final stage of inspection. The contractor documents items identified by the Government during this inspection. This list is referred to as the Government Punch List.
Although a “punch‐list” is created during the punch‐out inspections, this puck list is not required to be submitted to the Government. The documentation of Government findings occurs in the next stage, Pre Final Inspection.
How many days in advance must the contractor request a Final Inspection.
UFGS 01 45 00.00 20 requires 14 days’ notice before final acceptance inspection may occur.
Explain how and when BOD is determined/established.
Per BMS B‐1.6.12 the Beneficial Occupancy Date is established with successful completion of Final Acceptance inspection. It may occur at the Pre‐Final inspection if no “punch‐list” items are identified and the facility is substantially complete. Note: Any life safety features must be 100% inspected and certified
before occupancy may occur.
