Explain where to find the qualification requirements for the contractor’s QC manager.
Qualifications are located in the UFGS 01 45 00.00 20 or UFGS 01 45 00.05 20 under the paragraph titled Qualifications.
List a minimum of (10) required sections of the QC Plan.
Sections include an organizational chart, names and qualifications, authority of QC personnel, outside organizations, appointment letters, submittal procedures, testing laboratory information, testing plan and log, procedures to complete rework, list of definable features of work, procedures for performing the Three Phases of Control, personnel matrix, procedures for completion inspections training procedures, and a certifications log.
Explain what a 3‐week look ahead schedule is and how it can benefit the ET.
A three‐week look ahead schedule provides a more detailed day‐to‐day plan of upcoming work identified on the project schedule. It includes the activity number from the progress schedule for each activity and includes upcoming outages, closures, prep meetings, tests and inspections. The three‐week look ahead schedule shows those activities that require government involvement, which enables the ET to plan their site visits accordingly.
List the agenda topics that must be covered at Quality Control Meetings.
Topics to discuss at QC meetings include safety, schedule (three‐week look ahead), submittals, RFIs and contract modifications.
Explain what the Three Phase Control System for quality is and describe when each phase should occur.
The Three Phase Control System for Quality is process that requires the contractor to plan and schedule work to ensure they are prepared to start each DFOW and ensure the work complies with the contract requirements with regular QC inspections. The Preparatory phase occurs prior the start of a DFOW, the Initial Phase occurs at that start of the DWOF, and the
Follow‐up Phase occurs throughout the execution of the DFOW until completion.
Explain what topics should be discussed during the Preparatory Phase Meeting.
The following topics should be discussed and action confirmed; required shop drawings and submittals are
approved, materials are on‐site and stored properly, AHA has been submitted, outages requested, hot work permit obtained, required permits obtained. Also, discuss requirements for quality workmanship, special Inspections, required testing, and commissioning.
Explain what the Testing Plan and Log is and how it benefits the ET.
Testing Plan and Log is submitted with the QC Plan and is a listing of the required tests throughout the project
referenced by UFGS Section including the required frequency and responsible party. The ET can use the information in the Testing Plan and Log to easily confirm that the contractor is properly scheduling the required testing and also track the completion of the testing.
