Explain when a Pre‐Construction meeting is held and its purpose including agenda items.
A PRECON is held just after award and the purpose is to acquaint government and contractor personnel and review administrative requirements of the project. Agenda items should include safety, quality control, schedule, invoicing, submittals, RFIs, outages, hot work
permits, government acceptance testing, modifications, work hours, and others.

Explain the difference between a PreCON and a PAK meeting and list the required attendees for each.

Explain the primary difference between a baseline schedule for DB versus a DBB contract.
A PAK meeting only applies to DB contracts, and a PRECON applies to both DB and DBB except that for DB, the PRECON occurs after design is complete prior to mobilizing for construction. The PAK meeting is focused mostly on the design packages and review process and the PRECON is focused on construction. Contractor attendees include, PM, superintendent, QC
Manager, SSHO, and DOR staff for DB PAK meetings. Government attendees include CM, DM, ET, CS, FMS, Fire Marshal, and supported command.
Explain the purpose of Partnering and the difference between facilitated (formal) and team‐led (informal).
Partnering helps identify common goals and interests, establish lines of communication, and establish a commitment to cooperative problem solving between the government and contractor. Formal partnering is led by the contractor hired professional facilitator and informal partnering is led by the CM and contractor’s PM using the NAVFAC Partnering Tool Kit as a guide.
Explain the RedZone process and when meetings should start occurring.
RedZone is a formal process that identifies critical activities that must occur near the end of a project and uses a checklist to list planned completion dates and track the completion of the activities. Meetings should start at about 75% completion.
List at least (10) items that would be included in the RedZone Checklist.
Examples include; HVAC TAB/DALT, fire alarm testing,
elevator testing, crane testing and certification, generator testing, NMCI connections, phone connections, commissioning, receipt of O&M manuals, training of personnel, pre‐final inspections, DD1354 and others.
