• how much? Don’t spend too much of your time addressing the counterargument. Do not make the case for your opponent. Your job is to make your point, not to present all of the points of your opponents
• where? You can address the counterargument within the normal body paragraphs after you present some of your data, or you can address the counter in a separate paragraph, along with you rebuttal. It’s a stylistic choice
