What are Operational Commander reports?
Reports made on COs or OICs as observed by their operational commanders who are not their regular reporting seniors.
Can you mark a 2.0 trait grade in CMEO on paygrades E1-E6 while maintaining a promotion recommendation of P or higher?
No. Not allowed.
