No. A separate waiver is needed for each cycle.
Which performance markers make a sailor ineligible for advancement?

Yes. The sailor can take the exam if the rate change is effective prior to test day.

(3) The sailor is otherwise eligible for the exam

No. The request must be disapproved, cancelled, or modified to involuntary prior to the board or NWAE.
