Every vessel shall at all times maintain a proper lookout by sight and hearing and by all available means
What is rule 6?

Shall proceed at a safe speed so that she can take proper and effective action to avoid collision
Factors; state of visibility, traffic density, maneuverability, background lighting, wx, draft
Radar; characteristics efficiency, scale, wx interference, small object detection, vessel number and movement, assessment of visibility
What is rule 7?
Risk of collision
Shall use all available means appropriate to the prevailing circumstances and conditions to determine if ROC exists. If doubt, deemed to exist.
Assumptions shall not be made on the basis of scanty information, especially scanty radar information
What is rule 8?
Action to avoid collision
Any action taken to avoid collision shall be positive, made in ample time and with due regard to the observance of good seamanship.
Any alterations of course and speed should be large enough to be readily apparent to another vessel.
If necessary to avoid collision or allow more time to assess the situation, a vessel shall slacken her speed or take all way off.
What is rule 9?
Narrow channels
Shall not cross if such crossing impedes the passage of a vessel.
Inland: down bound with the current has “right if way”. Up bound shall propose manner of passing.

Vessel overtaking shall keep out of the way of the vessel overtaking
Deemed to be overtaking if 22.5 degrees abaft the beam. Doubt, assume it is.
Changes shall not make it a crossing situation

Head-on
Reciprocal or nearly reciprocal so as to involve ROC each shall alter course to stbd

What is rule 15
Crossing
Two power driven vessels are crossing so as to involve ROC, the vessel which has the other on her stbd shall keep out of the way.
What is rule 16?
Action by give-way vessel
Directed to keep out of the way of another vessel shall so far as possible, take early and substantial action
What is rule 17?
Action by stand on vessel
Where one or two vessels is to keep out of the way, the other shall keep her course and speed
The latter may take action to avoid collision by her maneuver alone, as soon as it becomes apparent the give-way is not taking action

What is rule 19?
Conduct of vessels in restricted visibility
Not in sight when navigating in or near and area of restricted visibility
Shall proceed at a safe speed. A power driven vessel shall have her engines ready for immediate maneuver
Detect by radar alone, determine if a close quarters situation is developing or ROC exists. Shall take avoiding action in ample time.
Shall avoid;
1) Altering course to port for a vessel forward of the beam
2) altering toward a vessel abeam its abaft the beam
For a vessel heard forward of the beam, or cannot avoid close quarters situation, shall reduce her speed to a minimum or take all way off
