What is optimum position
When the towing vessel provides the safest opportunity to pass the towing equipment to the vessel to be towed
Safe towing speed formula?
Square root of the length of the vessel at the waterline times 1.34. Minus 10%
Can an untethered boat swimmer be deployed?
Yes, but it should be considered only as a last resort.
Risk management training requirements
TCT LMS initial
TCT annual refresher
Who can facilitate TCT annual refresher training?
OIC or XPO
What are the 6 types of waivers?
Operational Parameters Disabling Restrictive Fatigue Engineering PPE
Operational parameter waiver requirements
Operational commander authority
Case by case
Authorizes boat to operate outside established parameters. Final decision rests with OIC and/or coxswain
Disabling casualty waiver requirements
Authorized movement of boat in NMC status
Authorized by Operational commander or delegated authority
Restrictive casualty waiver requirements
Authority resides with OIC
Documented in EAL and immediately brief operational commander.
State specifics and mitigating actions to reduce risk
Granted for up to 7 days
Fatigue waiver requirements
Allows crew to operate beyond the established maximum underway hours
Authority resides with operational commander only after OIC requests
Engineering waiver requirements
Approved by small boat product line
Transitions to restrictive discrepancy procedures
Authorized deviations from published maintenance procedures, boat class maintenance plan, and maintenance requirement list
PPE waiver requirements
Authorized by OIC single mission
Authorized deviation from hypothermia protective device
Waiver shall contain;
Date, boat number, coxswain, air temp, water temp, wind speed, mission, PPE required, PPE being worn, OOD signature and OIC signature. OIC shall determine if waived equipment shall be carried.
What is sufficient rest-recovery time
Defined as a period of at least 8 hours of sleep.
Action if asset sustains a disabling casualty while underway
OIC shall be notified and determine if asset should continue the mission or return to home port or safe mooring.
If continuing mission, waiver must be granted.
After consulting operational commander, they will have final decision on transit to home port or safe mooring
Action of restricted discrepancy while underway
Coxswain shall notify OIC and provide recommendation to complete mission after evaluating risk.
OIC may grant waiver and log in EAL and inform operational commander as soon as practical.
Verbal waiver process
Verbal waivers are authorized but just be followed by a written waiver within 4 hours
