Q

NATURAL GAS

A

flammable gas
5-15% DEPENDING ON THE MIXTURE
-colorless/odorless/mercaptan /ROTTING SMELL

-SIGNIFICANTLY LIGHTER THAN AIR
-non toxic
-can cause asphyxiation by displacing OXYGEN in enclosed space

Q

Natural gas piped to customers along distribution mains…HIGH PRESSURE/MEDIUM PRESSURE/LOW PRESSURE

CON ED MAIN VALVES…ID TAGS INSIDE VALVE COVER

NAT GRID…ID NUMBER STAMPED ON NORTH SIDE OF THE COLLAR UNDERNEATH COVER

LOW PRESSURE DISTRIBUTION MAINS GENERALLY DO NOT HAVE VALVES….ISOLATING REQUIRES PLUGGING OR SQUEEZING OFF PIPES BY UTILITY COMPANY

A

high pressure mains made of steel

MEDIUM/LOW PRESSURE MAINS…STEEL/PLASTIC/ OLDER CAST IRON

-high/medium have control valves….these valves are generally found near street corner, but may be located along the street or on the sidewalk

MAIN VALVE larger than curb valve covers …MAIN VALVE ROUND/SQUARE 9INCHES OR GREATER

-LOW PRESSURE SYSTEMS DON’T HAVE CONTROL VALVES

Q

CURB VALVE

sidewalk side of curb, shut gas to entire building
4x4 round/square brittle cover

if leak is serious enough to shut down MASTER METER/HEAD OF SERVICE/CURB VALVE, CONSIDER TREATING AS MAJOR GAS EMERGENCY

A

LAST RESORT AND IN CONSULTATION WTIH UTILITY COMPANY

**NEVER SHUT DOWN MAIN VALVE **

-MAIN VALVES have ID TAGS INSIDE COVER (CON ED)

NAT GRID(STAMPED ON NORTH COLLAR )

MAIN VALVES USUALLY NOT PRESENT ON LOW PRESSURE SYSTEM

17
Q

MAJOR GAS EMERGENCY

A

10-75
10-80 CODE 1
-give LEL to dispatcher when transmitting condition

18
Q

MARK POTENTIAL BLAST ZONE

A

RED DANGER DO NOT ENTER TAPE

19
Q

LEAK FOUND

BLAST ZONE - 80% LEL
LEAK IN VOID SPACE CANNOT BE FOUND /CONTROLLED

A

control with valve
normal routine
LEVELS less than 80% by venting continue to operate
-can remove ignition sources from ARE NOT WITHIN EXPLOSIVE RANGE

20
Q

LEAK NOT FOUND.

*if METER looks high , shut it down

A

–LEVELS MUST BE KEPT LESS THAN 10% to continue to operate

21
Q

BLAST ZONE.

A

-RAPID EVACUATION (THAT IS IT)-force entry for known life
-DO NOT PLACE RIGS IN POTENTIAL BLAST ZONE, BUT DON’T MOVE THEM IF THEY ARE ALREADY PARKED
-HOT ZONE –RED BARRIER TAPE /DO NOT ENTER
**REMOVING IGNITION SOURCES AND VENTING NOT OPTIONS IN BALST ZONE
-MINIMUM MEMBERS AND TIME
-NO CONVENTIAL FORCIBLE ENTRY

22
Q

INTRINSICALLY SAFE EQUIPMENT

A

HT
GAS METER
GAS DETECTOR
FDNY ISSUED FLASHLIGHT

NOT intrinsically safe
**TIC is not intrinsically safe*
cell phones
mega phones
fans (exception: new intrinsically safe fans carried by HAZMAT / HAZTAC ENGINE/ VENT UNITS (can’t operate)
do not use elevators in potential blast zone…may use on lower floors

23
Q

FOG STREAM CAN VENT NATURAL GAS INSIDE A BUILDING

A

DO NOT USE OUTSIDE …LET GAS VENT NATURALLY

*can use fog stream to protect utility members clamping gas line**

24
Q

Power removal cannot be removed in potential blast zone

A

2 times do not cut power
80% DO NOT CUT POWER
-unable to locate source of LEAK. DO NOT CUT POWER

25
Q

UTILITY COMPANY can cut power REMOTELY …

A

–all persons removed from potential blast zone (utility and members)

-do not remain in blast zone to vent

26
Q

MAHHOLE COVERS.

MANHOLE HOOKS IN BATTALION VEHICLE

NEVER PULL THE FOLLOWING COVERS:
-NEVER MOVE ELECTRIC RECTANGULAR /SQUARE COVERS
-ANY DOUBT/DON’T PULL
-FIRE IN AREA DON’T PULL
-SMOKING /ARCING DON’T PULL
-

A

SEWER COVERS REMOVED BY FDNY PERSONNEL, APPROVAL BY ON SCENE CHIEF

ELECTRIC - ROUND CAN BE REMOVED/ REQUESTED BY ON SCENE UTILITY WORKER/ APPROVED BY CHIEF/ FREE OF STRAY VOLTAGE TESTED BY UTILITY COMPANY

27
Q

HAZMAT BATTALION AT GAS LEAK

A

–assist in planning of strategy and be LASION WITH UTILITY COMPANY

28
Q

SAFETY BATTALION

A

-DEFINE POTENTIAL BLAST ZONE
-keep members out of potential blast zone
-CONTACT members to acquire gas meter readings

REMAIN at this ASSIGNMENT THROUGHOUT OPERATION

29
Q

CON ED AND NAT GRID

A

CON ED
ABOVE GROUND-GAS DISTRIBUTION SERVICES
BELOW- GAS CONSTRUCTION SERVICES

NAT GRID
ABOVE-CUSTOMER METER SERVICES
BELOW -GAS FIELD OPERATIONS

**call for CONSTRUCTION CREW for below ground work **

-if CURB VALVE FAILS ON LOW PRESSURE SYSTEM, CONSTRUCTION CREW WILL BE REQUIRED

30
Q

MSA ALTAIR DIGITAL GAS METER

CALL HAZ MAT OPS FOR REPLACEMENT

A

ALL ENGINE / LADDER COMPANIES
-IN CONJUCTION WTH SENSIT
-COMBUSTIBLE GAS AND OXYGEN SENSOR
-ONLY USED TO TEST NATURAL GAS

NORMAL READINGS
LEL-0%
O2-20.8%

ALARMS
10% LEL
19.5 -02 DEFICIENT
23.5-O2 ENRICHED

ABOVE 100% LEL–XXX
METER ENTERS LOCK ALARM STATE and shuts down–MUST RESET BY REMOVING TO FRESH AIR AND TURNING OFF AND ON

02 deficient -sensor won’t be accurate –19.%% don facepiec notify IC…O2 being displaced

O2 enriched 23.5 % decrease flash point and increase chance of ignition -

0VER 30% +++

31
Q

INTRINSICALLY SAFE FANS

A

-Augment utility company fans
-IC WILL CONFER WITH UTILITY COMPANY PRIOR TO USING THESE FANS
-HAZMAT/HAZTAC UNITS / POSITIVE PRESSURE UNITS

**positive pressure units will transport fans to scene but are not trained to use them **

–all actons by SOC MEMBERS WEARING FULL PPE

-provide fresh air or remove toxic air

32
Q

CON ED natural gas alarms

A

-POWERED BY BATTERIES / mounted near gas service point of entry
-ALARM AT 10% LEL-REMOTELY MONITORED BY CON ED
-firs alarm assignment ALL RESPOND IN EMERGENCY MODE
-MUST GET ACCESS TO BUILDING , even with on signs of gas leak
-these alarms may be activated by rain storms (methane)
-DO NOT REPLACE BATTERIES OR RESET ALARM..ALARM WILLNOT RESET WHEN GAS LEVELS DROP..BATTERY NEEDS TO BE REMOVED BUT NOT BY US
