IDC Responsibilities for Supply
- Responsible and accountable for investment medical material under TYCOM
- Ensure the current inventory is up to date and on SAMS
- Submit yearly budget at the beginning of fascial year
Responsibility Center
- A command designated to receive and administer an opening budget
- Type Commanders (TYCOM) Funding tracking purchases/investment items
- System Commanders (SYSCOM)
Cost Center
A subdivision of a responsibility center for which identification of cost is desirable to control.
Operating Budget
The annual budget and financial authority of an activity or command containing the financial resources to perform its mission
Operating Targets (OPTAR)
The Annual funds issued by a TYCOM to a lower command to perform their assigned task and functions

Purpose for DD 200
- Procedure for determining causes for gain/loss, damage to navy property
- Establish personal responsibility
Appointing Official
- Appoints the survey officer
- Generally, the CO
Approving Official job in survey procedures
- Approves or disapproves the report of survey
Accountable Officer
- Maintains items and or financial records in connection with government property
Responsible Officer for supplies
- Exercises custody / care and safekeeping of property entrusted to his possession or under his supervision.
Survey Officer
- Conducts a survey when personal responsibility is suspected or government property is lost.
Who may serve as the survey officer?
- Commissioned Officer
- Warrent Officer
- E-7 or above
- Civilian GS-9 or above
Reasons to initiate a survey if unresolved:
- Sensitive items regardless of dollar amount
- Narcotics
- Classified items
- Arms, Ammunition, Explosives
- Pilferable items that can be easily converted to personal use and single line item value is $800 or more
