- enrolled in DEERS

- Areas coincide with large fleet concentrations

- provides long term retention of the sponsor in an approved area.

BUMED EFMP responsibilities
A
- Maintain Developmental centers with multiple disciplines/ specialties
- Develop internal program policy to identify Enrollees
- identify an EFM coordinator at all MTFs

Command EFMP responsibilities
A
- Appoint a EFMP POC
- Disseminate requirements for enrollment
- Ensure confidentiality
- perform an annual needs assessment
- Perform annual training
- Ensure enrollment for those in need

MTF Coordinator EFMP Responsibilities
A
- Command POC
- assist with appointment process
- provide training to lesser commands if needed
- provide information to those in need of it
- forward enrollment to the central screening committee
- refer SM and family to Fleet and Family services
- coordinate with the suitability screener
- maintain a working liaison with BUMED
