When / What Must the Master report in MARPOL “Protocol 1”?
Any actual or probable discharge of OIL by more than the permitted amount the master must inform the nearest coast state by the fastest means of communication possible.
Discharge of Oil above the permitted amount.
Discharge of Harmful Substances in Packaged form (ie Container carrying DG’s)
Damage or failure of the Ship, (ie Collision, Grounding, Major Fire) or any failure of the ship which poses a threat to safety of navigation, steering gear failure etc.

What Pollution Liability certs must ships have under IMO conventions? (These conventions are separate to MARPOL)
Cert of Insurance in respect of Civil Liability for Bunker Oil Damage. (Applies to Ships of 1000gt+) BUNKER cert
Cert of Insurance in respect of Civil liability for Oil Pollution Damage. (Applies to ships carrying Oil in bulk 2000gt+) Oil as a cargo.
