What is / who can be the SSO?
A person accountable to the Master.
Responsible for implementing and maintain the SSP.
When would you requested a DoS?
When the Ship is operating at a higher level than the Port.
When doing a ship - ship transfers outside of the Port.
When at a port which does not have a PFSP (Non ISPS Compliant)
When both Parties are at Level 3
What is measures are required at Security Level 1 (standard day to day)
Control of access to the ship
Control of embarkation of persons and their effects
Monitoring restricted areas
Monitoring of Stores and Cargo coming onboard.
Who sets Security Levels?
Flag
Or Port state (The Competent authority could increase the level of security at which point the master would have to match this)
If arriving at a port and flag has set you on a higher security level than the port what would be your actions?
Before entering advise without the delay the Flag of the Port.
SSO should contact the PFSO and for guidance.
What is the SSA?
Carried out before issuing a SSP or ISSC.
Under the instruction of the CSO
Identify possible threats and their likelyhood.
Who can carry out a SSA?
CSO shall appoint someone with appropriate Skills to evaluate Security Threats.
Who can issue a SSP?
RSO but they must not of been involved in the SSA
What is on a SSP?
Guidance on the 3 security levels Identify Restricted Areas Measures for Access control Procedures for responding to a security threat Location of the SSAS Instructions on use of SSAS Name of CSO and 24hr contact details Identification of SSO Procedures for Interfacing with PFS activities.
What parts of you SSP can and can’t Port State view?
Can view;
- Visitor Log.
- Last 10 ports
- Date of drills but not minutes.
Cannot view (Without Permission from Flag)
- Duties of personnel with Security Responsibilities.
- Identification of Restricted Areas
- Location and use of SSAS
- Procedures for responding to Security Threats.
Location and Number of SSAS buttons?
2, one on the Bridge and one somewhere else.
Who issues International Ship Security Cert? Validity and what Surveys apply?
Flag or a RSO.
Valid for 5years
Subject to an Intermediate Survey (2/3rd yr)
When may an Interim Ship Security Cert be issued? Validity?
New ship on delivery.
Company takes on new ship.
Change of flag.
The company / Flag must verify the SSA and get a copy of the SSP.
Valid for 6 months.
