What is MARPOL?
- MARPOL is the International Convention for the Prevention of Pollution from Ships
- It came into force in 1978 and contains the regulations aimed at preventing and minimising accidental pollution and pollution that could occur from routine operations
- There six annexes in total, which contain technical information for ships and operators
What are the Annexes in MARPOL?
- Oh, Annex 1 = Prevention of Pollution by Oil
- No, Annex II = Control of Pollution by Noxious Liquid Substances in Bulk
- Harry, Annex III = Prevention of Pollution by Harmful Substances Carried by Sea in Packaged Form

What are a MARPOL Special Area and examples?
- Certain sea areas because of environmental, oceanographic or traffic factors have special mandatory pollution prevention methods.

What are a Particularly Sensitive Sea Areas and examples?
This is an area given additional protection. To reduce the risk of an incident within a PSSA, specific measures can be introduced such as ship routeing measures, strict application of MARPOL discharge or installations of VTS’s.

What prevention methods are required by ships under Annex 1?
SOPEP
- All tankers over 150gt and all ships over 400gt must have a SOPEP plan
- Procedures for crew and Master on how to minimise pollution of the sea and who to contact in the event of an accidental discharge
Mandatory requirements
- 1 to 5, Who to contact depending on where the incident took place (Port, Coast stn, Company, ship interests).
- 6, Steps to control the discharge (checklist and priority duties for different events e.g. tank overflow, hull leakage)
- 7, Priority actions to ensure the safety of ship and crew (moving upstream of the oil slick, closing source of ignition, shut down air intakes, damage reports, stability and possible lightening of the ship)

Pollution Equipment
- Oily water separator, (levels shall not be more than 15 parts per millions)
- Discharge monitoring equipment.

What prevention methods are required by ships under Annex 2?
- Vessel is required to carry a shipboard marine pollution emergency plan (SMPEP) which can be combined with their SOPEP plan.
- They should carry a Cargo Record Book which keeps a record of all operations
Issued with an International Pollution Prevention Cert of Noxious Liquid Substances. Issued every 5 years
What prevention methods are required by ships under Annex 4?
- Treated, comminuted sewage > 3 miles
- Untreated sewage > 12 miles and > 4kts
- Approved Sewage treatment plant
- Discharge record book
- Ports must have adequate sewage reception facilities to use if necessary this is more important in special areas where sewage cannot be discharged e.g. special areas
Issued with a Sewage Pollution Prevention Cert. valid for 5 years
What prevention methods are required by ships under Annex 5?
Vessels are required to have a garbage management plan. Details specific arrangements and procedures for handling garbage and the equipment on board.
It includes:
- Procedures for collecting
- Procedures for processing
- Procedures for storing
- Procedures for discharging overboard and in port; only food waste and cleaning materials not deemed harmful to the environment can go overboard
- Procedures for accidental discharge (attempt recovery, who to contact)
Must have a Garbage Record book

What prevention methods are required by ships under Annex 3?
- All pollution prevention methods will be inline with the principles and recommendations of the IMDG Code
Includes
- Classification of all DG’s
- Marked and labelled correctly
- Stowed and segregated as per cargo plan
- Spec sheets are all kept in the DG manifest
DOC is evidence that the vessel complies with SOLAS requirements and is valid for 5 years.
What prevention methods are required by ships under Annex 6?
- Limits on sulphur oxide in marine fuels and nitrogen oxide emissions from ships exhaust.
- Regulations on fumes produced by cargo and how they are collected, processed and emitted
Energy efficiency management plan
- Ship specific
- To improve the efficiency of ship operations
- Form part of the companies environmental management plan
Certs
- Each engine will have an International Air Pollution Prevention Cert will last the life of an engine
- A ship will have an International Air Pollution Prevention Cert for its equipment and systems
- A ship will have an International energy efficiency cert
As of January 1st 2020, all emissions outside ECA’s be 0.1% and inside ECA’s is 0.05%
What surveys are required for IOPP cert?
- Initial
- Annual
- Intermediate between 2nd and 3rd year
- Renewal every 5 year
- Any repairs or renewals are made to the ship
Requirements of Master under Annex 1 of MARPOL
- Ensure ship and equipment is maintained
- No changes made without approval
- Any accident or defect is reported to flag
Discharge criteria for Machinery Space Bilges
Outside/Inside Special Areas
- Vessel en route
- Filtered to 15 PPM
- Oil filtering system must be fitted with an alarm an auto stop function for use in special areas
- Prohibited in Antarctic area
What is needed to comply with Annex 1?
Policy
Ensure crew are aware company environmental policy
- Zero tolerance for improper oil disacharge overbaord as per ISM
- Just culture onboard incorperating a open complaints and reporting system
Training
- Training on use of equipment
- Environmental trainng ocurses
- Regualr safety meetings
Maintenance
- Clear planned maintenance from SMS
- Regular testing
- Spares on hand
- SOPEP Plan
- Equipment certs up to date
- ORB kept up to date
- Record kept for all aspects of operation to keep record for reference and aid compliance
