Ralph is focused on rescue and unity so he gives Jack leadership of the hunters as a show of good faith. He really doesn’t want them to be enemies shown by “why do you hate me so much?”

Jack on the other hand was mortified by losing the election and wants to take over the tribe. He undermines Ralph’s leadership by saying “sucks to the rules” and “we dont need the conch” then eventually leaves and steals from Ralph’s tribe.
